BRITAIN allowed firms to sell chemicals to Syria capable of being used to make nerve gas, we can reveal today.

Export licences for potassium fluoride and sodium fluoride were granted months after the bloody civil war in the Middle East began.

The chemical is capable of being used to make weapons such as sarin, thought to be the nerve gas used in the attack on a rebel-held Damascus suburb which killed nearly 1500 people, including 426 children, 10 days ago.

President Bashar Assad’s forces have been blamed for the attack, leading to calls for an armed response from the West.

British MPs voted against joining America in a strike. But last night, President Barack Obama said he will seek the approval of Congress to take military action.

The chemical export licences were granted by Business Secretary Vince Cable’s Department for

Business, Innovation and Skills last January – 10 months after the Syrian uprising began.

They were only revoked six months later, when the European Union imposed tough sanctions on Assad’s regime.

Yesterday, politicians and anti-arms trade campaigners urged Prime Minister David Cameron to explain why the licences were granted.

Dunfermline and West Fife Labour MP Thomas Docherty, who sits on the House of Commons’ Committees on Arms Export Controls, plans to lodge Parliamentary questions tomorrow and write to Cable.

He said: “At best it has been negligent and at worst reckless to export material that could have been used to create chemical weapons.

“MPs will be horrified and furious that the UK Government has been allowing the sale of these

ingredients to Syria.

“What the hell were they doing granting a licence in the first place?

“I would like to know what investigations have been carried out to establish if any of this

material exported to Syria was subsequently used in the attacks on its own people.”

The SNP’s leader at Westminster, Angus Robertson MP, said: “I will be raising this in Parliament as soon as possible to find out what examination the UK Government made of where these chemicals were going and what they were to be used for.

“Approving the sale of chemicals which can be converted into lethal weapons during a civil war is a very serious issue.

“We need to know who these chemicals were sold to, why they were sold, and whether the UK Government were aware that the chemicals could potentially be used for chemical weapons.

“The ongoing humanitarian crisis in Syria makes a full explanation around these shady deals even more important.”

Mark Bitel of the Campaign Against Arms Trade (Scotland) said: “The UK Government claims to have an ethical policy on arms exports, but when it comes down to practice the reality is very different.

“The Government is hypocritical to talk about chemical weapons if it’s granting licences to companies to export to regimes such as Syria.

“We saw David Cameron, in the wake of the Arab Spring, rushing off to the Middle East with arms companies to promote business.”

Some details emerged in July of the UK’s sale of the chemicals to Syria but the crucial dates of the exports were withheld.

The Government have refused to identify the licence holders or say whether the licences were issued to one or two companies.

The chemicals are in powder form and highly toxic. The licences specified that they should be used for making aluminium structures such as window frames.

Professor Alastair Hay, an expert in environmental toxicology at Leeds University, said: “They have a variety of industrial uses.

“But when you’re making a nerve agent, you attach a fluoride element and that’s what gives it

its toxic properties.

“Fluoride is key to making these munitions.

“Whether these elements were used by Syria to make nerve agents is something only subsequent investigation will reveal.”

The Department for Business, Innovation and Skills said: “The UK Government operates one of the most rigorous arms export control regimes in the world.

“An export licence would not be granted where we assess there is a clear risk the goods might be used for internal repression, provoke or prolong conflict within a country, be used aggressively against another country or risk our national security.

“When circumstances change or new information comes to light, we can – and do – revoke licences where the proposed export is no longer consistent with the criteria.”

Assad’s regime have denied blame for the nerve gas attack, saying the accusations are “full of lies”. They have pointed the finger at rebels.

UN weapons inspectors investigating the atrocity left Damascus just before dawn yesterday and crossed into Lebanon after gathering evidence for four days.

They are now travelling to the Dutch HQ of the Organisation for the Prevention of Chemical Weapons.

It could take up to two weeks for the results of tests on samples taken from victims of the attack, as well as from water, soil and shrapnel, to be revealed.

On Thursday night, Cameron referred to a Joint Intelligence Committee report on Assad’s use of chemical weapons as he tried in vain to persuade MPs to back military action. The report said the regime had used chemical weapons at least 14 times since last year.

Russian president Vladimir Putin yesterday attacked America’s stance and urged Obama to show evidence to the UN that Assad’s regime was guilty.

Russia and Iran are Syria’s staunchest allies. The Russians have given arms and military backing to Assad during the civil war which has claimed more than 100,000 lives.

Putin said it would be “utter nonsense” for Syria to provoke opponents and spark military

retaliation from the West by using chemical weapons.

But the White House, backed by the French government, remain convinced of Assad’s guilt, and Obama proposes “limited, narrow” military action to punish the regime.

He has the power to order a strike, but last night said he would seek approval from Congress.

Obama called the chemical attack “an assault on human dignity” and said: “We are prepared to strike whenever we choose.”

He added: “Our capacity to execute this mission is not time-sensitive. It will be effective tomorrow, or next week, or one month from now.

“And I’m prepared to give that order.”

Some fear an attack on Syria will spark retaliation against US allies in the region, such

as Jordan, Turkey and Israel.

General Lord Dannatt, the former head of the British Army, described the Commons vote as a “victory for common sense and democracy”.

He added that the “drumbeat for war” had dwindled among the British public in recent days.

CONCERNS RAISED OVER HARBINSON-BAND EVENT !

Meanwhile, a loyalist band founded by convicted peadophile Mark Harbinson is seeking permission to hold a late-night parade with 20 bands and more than 1,000 supporters through the mixed Co Antrim village of Stoneyford.

Harbinson, who was freed from jail last month having served a three-and-a-half-year sentence for the sexual abuse of a schoolgirl, is a leading member of The Pride of the Village Band. Some of the abuse took place in an Orange Hall in the village. The 45-year-old was found guilty of molesting his 13-year-old victim and having pictures of her topless on his mobile phone. Since his release he has reinvolved himself with the band and has been seen putting union and UVF flags up on main routes leading into the mixed village on the outskirts of Lisburn. The band has applied to the Parades Commission to hold a march on Saturday June 29 through the Main Street of the village with an outward journey not ccompleted until 11pm at night.

Sinn Fein assembly member Mitchell McLaughlin met with the Parades Commission on Wednesday to express concerns about the march, saying the application is designed to “ratchet up community tensions”. Harbinson had previously been accused of waging a campaign of sectarian attacks against Catholics living in Stoneyford. Mr McLaughlin said the parade plans were “a gross act of sectarian intimidation against all the people of this village – Catholic, Protestant, unionist and nationalist”. “The Parades Commission must by their decision make it clear that it will not permit such an abuse of people’s human rights. “I suggested they permit the local band and a small number of supporters to parade. “I expressed my concerns to the commission about Harbinson’s presence and I have spoken to the police about this matter as well. “I will be meeting the police on Friday to hear how they intend handling the situation in Stoneyford”, he said.

The child sustained minor burns in the blast on Bryson Street just before 4pm. The attack came as the British prime minister told an international press conference that the world had seen a new North of Ireland “that is bringing down the peace walls which have separated its people for so long”. A day earlier at the Waterfrount Hall – just a mile away from the attack – US president Barack Obama declared that other divgrateful ncieties the North is the “blueprint to follow” and “they are watching to see what you do next”. James Callaghan’s (pictured above) grandaughter was playing with the girl  who was injured in the petrol-bomb attack outside his house. He ran out to drag the two girls inside. On Tuesday night he said : “We’ve been very, very lucky.” Sinn Fein councillor Niall O Donnghaile said one of the gils was treated at the scene for minor burn injuires. “People round east Belfast, no matter what side they’re on, do not deserve another few months of this,” he said. “They deserve some peace.” On Tuesday night loyalist and nationalist groups gathered in the interface area in the latest of a number of confrontations. The G8 leaders ended their two-day conference at Lough Erne on Tuesday. Despite the massive security operation fears of violence proved unfounded with just two arrested.

On Tuesday night the scorch damage could be clearly seen within a yard of where children were standing on Bryson Street. The bomb was thrown over the Short Strand/Cluan Place peace wall in east Belfast into the built-up nationalist area at around 3.55pm on Tuesday. James Callaghan described how he ran out from his house to drag his hysterical grandaughter Tierna Benson and her friend Brooke inside. “I heard two glass bottles breaking outside and then I heard something else that I knew wasn’t a bottle and saw a flash and ran outside,” he said. “The girls were standing by the grate. I just grabbed the two girls and pulled them inside. The wee girl Brooke was crying hysterically. They were both in a bad way. “They were so upset I couldn’t even see if either of them had been hurt. “We’re just gratful nothing happened to them. We’ve been very, very lucky.” Sinn Fein councillor Niall O Donnghaile said Brooke, who had been visting her grandparents on the street, suffered minor burn injuries. “Police officers gave her first aid at the scene,” he said. Police said on Tusday night tensions are high in the area – often a ‘bellwether interface’ for marching season violence. “Tensions in the area are high following an incident that took place on Sunday June 16 where a petrol bomb was thrown from the Short Strand into Cluan Place,” a police spokesman said. “A 15-year-old male was subsequently arrested for arson. “Police have also received reports of stones being thrown between different areas.” “A number of young people gathered at the interface on Tuesday night and police would ask parents to ensure that they know the whereabouts of their children to ensure that they do not get drawn into any violence or antisocal behaviour at interfaces.” CCTV was being checked on Tuesday night to try and try and identify the person who threw the dangerous device.

Mr Callaghan, who has lived beside the peacewall for 13 years, said there have been crowds “gathering” in nearby loyalist Montpottinger. “It only really happened in the summer months. It’s just ‘eejits’ and animals that’s doing it.” He said his grandaughter is now too frightened to play in the back garden and immediately wanted to go back to her own home. “She’s really shaken up. She’s going to have nightmares. Both the girls are always good. We tell them to stay on the side of the street because of the cars but now they’re to scared to be outside at all.” Mr O Donnghaile said people in the area have suffered enough during the recent “three months of problems around flags,” he said.

ONLINE EXHIBITION MARKS JFK VISIT TO IRELAND 50 YEARS AGO

US PRESIDENT John F Kennedy‘s historic visit to Ireland 50 years ago has been celebrated by an online exhibition on the RTE website. The state broadcaster has uploaded more than 50 audio and video clips as well as documents about the four-day visit in June 1963.

JFK was the first US president to visit Ireland. The exhibition highlights key events during Kennedy’s trip, including his welcome by then president Damon due Valera and a trip to his ‘ancestral home’ in Co Wexford. JFK laid a wreath at Arbour Hill in tribute to the leaders of the Easter Rising and traveled across the country, spending time in Galway, Cork and Limerick. He had tea with distant relatives on a farm in Dunganstown, Co Wexford, and visited nearby New Ross, the town from which his great-grandfather emigrated. The exhibition also includes reaction to JFK’s death, including poet Patrick Kavanagh’s elegy The Murdered King, which was published in the RTV guide in December 1963. JFK’s visit happened just a year after RTE had launched.

Brid Dooley, head of RTE’s archives, said the exhibition would offer an insight into the landmark trip. “This exhibition will allow widespread access to this material and enable every generation to enjoy what was an extradinary spectacle that captured both the heart and imagination of Ireland for four days in June 1963,” she said. “As broadcasters, we were instrumental in amplifying the events during this visit, which put us firmly on the world stage. “The visit occurred during an era which, according to JFK himself, ‘saw Ireland moving into the mainstream of current world events’.” The exhibition is in six parts,  beginning with preparations for Kennedy’s arrivial and finishing with Irish reactions to his assassination five months after the visit. Following in JFK’s footsteps, US president Barack Obama came to Ireland in 2011 and visited the home of his ancestors, Moneygall in Co Offaly. First Lady Michelle Obama is expected to return to the villige later this month with the couple’s children Malia and Sasha during the family’s visit to Ireland for the G8 summit. Republican Network for Unity today voiced its opposition to the arrival of the G8 leaders by attempting to conduct a white line protest walk from West Belfast, past City HHall and onto the Waterfront Hall where US War Criminal Barrack Obama was addressing crowds.

Despite conducting a similar protest without incident last Thursday, today RNU were forced off the road by dozens of British PSNI/RUC officers, many with English accents.

Once on the footpath and just behind the City Hall, all of our activists were litterally pinned into a corner by the PSNI/RUC, and prevented from going any further.

The peaceful protesters were shoved violently into a corner by the PSNI/RUC and other British iintelligence agents. About 25 of us underwent individual street interrogations at the hands of officers with English accents who questioned us photographed us then warned us to go nowhere near the Waterfront. One female comrade was punched in the face when she refused to remove a scarf to allow an English Police Officer to video her iinterrogation ; others had their scarfs physically pulled off by officers.

Later a student comrade was arrested and dragged off in a prison van with no explanation given.

Claims by the G8 that they represent the interests of the ‘Free World’ have been exposed as lies, as in Belfast City Centre, as basic peaceful protest was outlawed to facilitate the arrival of War Criminals in Ireland,

A CRACK SAS it is heading back to Ulsterfor next month’s G8 summit. It is understood soldiers from the elite regiment will be based at RAF Aldergrove in the lead up to the summit which will herald the most exhaustive security operation ever mounted in the six counties.

All police leave has been canceled with PSNI/RUC numbers being boosted by by the arrival of an estimated 2,500 reinforcements from forces in Britain, bringing the number of police on the ground for the three day conference starting on June 17, to just under 10,000. There will also be a significant military presence on the ground and with each country also bringing it’s own security details to closely gaurd the world leaders, the area surronding Fermanagh‘s Lough Erne Resort will become one of the most militarised and secure zones on the planet. But it will be the presence of the SAS on the ground which has the potential to spark the most controversy.

Demand

Security sources have told us a unit will be stationed at RAF Aldergrove and will remain on full alert until all delegates have left the North of Ireland. The unit will remain on base, unless urgently required. “It is only natural that the SAS should be close at hand during the G8,” said our source. “The world’s leaders including Barack Obama are coming to Fermanagh and as such they demand and expect the ultimate protection.” The security operation surronding the summit is expected to cost in the region of £100 million. Last month the Sunday World revealed an eight foot steel fence is to be erected on the perimeter of the venue and there will be security patrols round the clock. It had been feared the resort would be the target of dissident attacks, but it  is extremely unlikely any terrorist group would attempt to breach such a ring of steel. The summit, will however, be the target of organized protests. Last night Donal O’Cofaigh of the G8 Not Welcome group, criticised the PSNI/RUC for what he described as “irresponsible, provocative and groundless ” accusations which include claims that protesters were preparing violent attacks on conference delegates. ” The statements coming from senior PSNI/RUC representatives to the media are outlandish and are clearly an attempt to smear and denidrate the thousands of people who will protest against the G8,” he said.” This sort of propaganda is designed to distrsct from the actual reasons why people wish to protest and an attempt to intimidate people from taking up their legitimate right to protestp peacefully.“The G8 governments represent the 1 per cent, not the 99 per cent. They are responsible for orchestrating the global austerity measures which are causing untold misery for ordinary people and msss unemployment in country after country. They seek to safegaurd an econimic system which results only in global poverty, permanent wars of plunder and widespread enviromental destruction.” He also called dissident groups to step back from the threat of violent action. ” The security agenda is only facilitated by the actions of paramilitary organisations who have announced their intention to target the G8 summit. In addition to the threat posed to ordinary people and their wider divisive impact of such activities, those tactics are deeply counter-productive.” Fermanagh G8 Not Welcome calls on all such groups to immediately cease any planned military actions related to the summit.”

Protests

Trade unionists, anti-war activists, charities, anti-fracking organistions, environmentists and pro-Palestinian lobbyists are all expected to be involved in demonstrations, under the banner People Before Profit. Police have also revealed they are exspanding custody provision at stations across the North of Ireland for the summit. Courts and prisons staff will also step up work-loads in the anticipation of extra arrests. An unused 108-capacity unit at Maghaberry high security prison in Co Antrim and a former army site in Co Tyrone have both been earmarked for use. People Before Profit spokesman Eamon McCann warned protesters to be wary of provocation and said campaigners had been alarmed at the sight of US security personel on the streets of towns accross Fermanagh. ” I would hope that the protests would be peaceful but you cannot rule out provocation in some form,” he said. Police defused a viable explosive device after a two day operation in Fermanagh last month. It haf been speculated the bomb had been destined for the Lough Erne Resort but that was quickly discounted with Lisnaskea security base the more likely target. But it highlighted the risk posed by dissident groups in Fermanagh.

Bomb disposal call-outs at highest level since 1979

Call-outs for Army bomb disposal teams last year were the highest in more than 30 years, new figures show.

The Army was called out 237 times last year to deal with suspected explosive devices, the largest number since 1979.

A large increase in callouts came during visits by Queen Elizabeth and US president Barack Obama. Fifty-eight of the devices discovered were deemed to be viable explosives.

The devices found include improvised mortars, often large devices capable of firing an explosive gas cylinder known as “barrack busters”, while rocket propelled grenades (RPGs) and pipe bombs were also discovered by the specialised unit.

So far this year the Army has been called out 91 times and has dealt with some 32 viable explosive devices.

A total of 31 of the call-outs in 2012 were deemed hoaxes or false alarms.

“Last year was the highest number of call-outs since 1979. The number of viable improvised explosive devices (IEDs) in 2010 was 49 but this belies the spectrum of devices including improvised mortars, explosive components, RPGs and other IEDs dealt with by the teams that year,” the spokesman said.

David Cameron is …to press Washington to allow greater numbers of British citizens facing charges in the US to be tried in Britain rather than face extradition to the US under a contentious treaty.
British and US officials are to examine the implementation of the extradition treaty, introduced in the aftermath of 9/11, amid criticisms that it is weighted against British citizens.
The team will be appointed after the prime minister raised the extradition treaty with Barack Obama during their talks at the White House on Wednesday.
Cameron said: “I raised this issue with President Obama today. We had a good discussion. We will be following this up with further talks between our teams. We have carried out an independent review of the treaty which found that it was balanced. But I recognise there are concerns about how it is implemented in practice and that is what our teams will look at.”
The prime minister raised the matter with Obama after an intensification of criticisms of the treaty in the wake of the extradition of Christopher Tappin, a retired Kent businessman, to the US.
It also follows a decision on Tuesday by the home secretary Theresa May to sign an extradition order to send the TVShack website founder, Richard O’Dwyer, to the US to stand trial for alleged copyright offences. O’Dwyer, 23, set up the website, which the American authorities claim hosted links to pirated copyrighted films and television programmes.
Tappin, who is facing allegations of arms dealing, is being held in custody in Texas after US prosecutors told Judge Robert Castaneda at a federal court in El Paso, Texas, that Tappin may be a “danger to the community” if released. The retired businessman denies attempting to sell batteries for surface-to-air missiles. These were to be shipped from the US to Tehran via the Netherlands.
The Conservatives and Liberal Democrats said in opposition that the treaty, which was agreed in 2003, is unfair to British citizens. It is being used in the extradition of the computer hacker Gary MacKinnon.

Campaigners against the treaty suffered a setback when an independent review of Britain’s extradition arrangements by Sir Scott-Baker gave the treaty a clean bill of health last October. Scott-Baker came down against a move dating back to 2006 to give British judges the power to decide whether a case would be better heard in Britain. This is known as the “forum amendment”.
Scott-Baker declined to endorse this proposal. He said the treaties were balanced and fair because prosecutors were better placed to decide in which country a trial should be held.
Cameron, who endorsed the “forum amendment” while he was in opposition, is reviving the idea in talks with the US. But privately No10 acknowledges that it will be difficult to persuade the US to accept changes to the treaty after an independent review in the UK endorsed the treaty.
