james Brokenshire has warned a new peace process watchdog to safeguard national security information. The Independent Reporting Commission (IRC) was established by the British and Irish governments to monitor activity by paramilitaries.

It was agreed following Stormont talks involving the five main parties amid concern about continued activity by organized groups. Mr Brokenshire, pictured above, said: “In order to fulfil its objective, and in light of the functions and the range of bodies the commission will consult in the course of its work, it is likely that the commission will receive information, which could, if disclosed, be prejudicial to the national security interests of the U.K.
” This guidance therefore draws together the principles and arrangements for managing national security sensitive information so as to ensure that the commission can carry out its responsibilities effectively and that the national security interests are also properly protected.” Disclosure of some sensitive information could risk the life or safety of a person, Mr Brokenshire added, and the commission had a duty to ensure its proper protection. He wrote to the body earlier in the summer but there is no suggestion his intervention was anything other than routine. It was agreed in 2015 between the British and Irish governments and the North of Ireland parties after a number of high-profile republican killings, but the time required to pass enabling laws in both countries meant it was only recently given a formal mandate. The final piece of legislation was signed into law in July.
Attacks by dissident republicans targeting members of the so-called security forces remain “highly likely”, the authorities said, while unionists have expressed unease about the continued existence of the Provisional IRA. Two years ago Chief Constable George Hamilton said PIRA’s ruling army council still exists but was not engaged in terrorism. It followed the murder of ex-IRA man Kevin McGuigan snr in Belfast last year. Subsequent political talks to repair power-sharing at Stormont focused on tackling paramiltarism. The outcome was a new international body, created by the British and Irish governments under the 2015 Fresh Start Agreement. The four IRC members will be former US special envoy to the North of Ireland Mitchell Reiss, ex-human rights commissioner and political leader Monica McWilliams, solicitor John McBurney and former Irish diplomat Tim O’Connor. The commissioners have met several times to carry out preparatory work in advance of the commission being formally established. Irish legislation enabling the formation of the commission was signed into law by President Michael D Higgins late in July. Corresponding UK legislation was passed more than a year earlier.

The North of Ireland’s political parties have resumed negotiations a day after they failed to meet a goverenment deadline to restore power-sharing.
Sinn Fèin and the Democratic Unionist Party (DUP) blame each other for failing to compromise on a number of issues, in paticular an Irish Language Act.

Gay rights campaigners will lead a major parade through Belfast city centre later, demanding the introduction of same-sex marriage in Northern Ireland.
This afternoon’s demonstration will conclude with a rally in front of Belfast City Hall.
The ban on same-sex marriage is one of a series of sticking points holding up the formation of a new powersharing government at Stormont.
Northern Ireland is the only part of the UK and Ireland where same-sex marriage remains outlawed.
The Democratic Unionist Party’s (DUP) opposition to changing the law has attracted increased scrutiny across the UK since the party became the UK Government’s kingmaker at Westminster.
Ahead of the event, a range of celebrities including Liam Neeson, Stephen Fry and Graham Norton voiced their support for the campaign.
Scottish First Minister Nicola Sturgeon also joined the leaders of all the main parties at Holyrood to call for a law change across the Irish Sea.
Amnesty International is one of the groups organising the parade, which will be headed by Belfast Lord Mayor Nuala McAllister.
The DUP has used a controversial Stormont voting mechanism – the petition of concern – to prevent a law change, despite a majority of MLAs supporting the move at the last vote.
The party rejects any suggestion it is homophobic, insisting it is instead protecting the “traditional” definition of marriage.
Following March’s snap Assembly election, the DUP no longer has the electoral strength to deploy a petition of concern in its own right, though it could still potentially combine with other socially conservative MLAs to do so.
That will only be tested once, and if a devolved Assembly can be re-established out of the current political crisis in Belfast.

British Army veterans triumphantly celebrated the release of one of their former colleagues for a cold-hearted murder.
CLAIMS of a legal ‘witch hut’ against former British soldiers who served during the Trouble’s have been made during a rally of British army veterans in Belfast (April 15th). The former soldiers claim there is a prosecutorial bias against former British soldiers over murders during the Trouble’s. Secretary of State James Brokenshire also claims investigations into killings during the Trouble’s are disproportionately focusing on members of the police and army. This claim is without a shredofevidenceorcredibility. Availableevidence suggests that the British government shelving of the in-depth investigations and report by John Stalker and Colin Sampson on British shoot-to-kill policy and the Stevens Report on British security forces collusion with loyalists which resulted in countless killings, in fact shielded British soldiers and police from prosecution. Further evidence of protecting British security forces from prosecution is the continuing withholding of files pertaining to the Dublin and Monaghan bombings. Does Mr Brokenshire need reminding that British soldiers and police were and are acting on behalf of the British State and are a constitutional arm of ‘the UK government and recognised so internationally in law’?
