Homelessness: Thousands sleeping rough in cars, Crisis says

Homelessness: In the UK is at a record high with 170,000 families and individuals experiencing destitution, the charity Crisis has said.

For every one person sleeping rough on the street, there is another living in a car or a tent, figures suggest.

Publishing the new research on Sunday, Crisis insisted the underlying causes of homelessness could only be tackled by changes in government policy.

The government said it is investing £1.2bn to alleviate the problem.

The new research on homelessness, carried out for Crisis by researchers at Heriot-Watt University in Edinburgh, suggested:

Homelessness increased every year between 2012 and 2017
38,000 under-25s and 4,200 over-65s are estimated to be homeless
170,800 households are experiencing the most extreme forms of homelessness, compared to 151,600 in 2012. This includes people who are sofa-surfing, living in hostels and rough sleeping
12,300 people are sleeping rough and a similar number of people (12,000) are living in cars, tents or public transport – double the amount compared to 2012
Crisis released the statistics as it prepares to open up its Christmas centres for homeless people.

Jon Sparked, the charity’s chief executive, said: “This new research echoes what we see every day in our frontline work – that there is no such thing as a ‘typical’ homeless person, and that this crisis is affecting people who range from young care-leavers to pensioners.

“And, while rough sleeping is the most visible form of homelessness, for every person on our streets there are another twelve families or individuals experiencing other terrible situations like sofa-surfing and living in cramped B&Bs.”

It comes after the number of deaths of homeless people were published for the first time ever earlier this week.

The Office for National Statistics found almost 600 homeless people died in England and Wales last year.

The average age of death was 44 for homeless men and 42 for homeless women, compared with 76 for men and 81 for women among the rest of the population

Crisis blames the problem on a shortage of social housing, housing benefits which do not cover private rents and a lack of homeless prevention schemes for people leaving care. It wants the government to make policy changes.

Earlier this week, Labour leader Jeremy Corbyn said if his party were elected, he would repeal the 19th century law which criminalises rough sleeping.

The Vagrancy Act 1824 makes it a crime to beg or sleep rough in Britain.

The party said it was used nearly 3,000 times in 2016 – leaving those convicted with fines of up to £1,000.

The government’s Communities Secretary James Brokenshire said: “No one is meant to spend their lives on the streets, or without a home to call their own.

“That’s why we are investing £1.2bn to tackle homelessness and have bold plans backed by £100m to halve rough sleeping by 2022 and end it by 2027.

“And to stop people from becoming homeless in the first place, we’ve changed the law to require councils to provide early support for those at risk of being left with nowhere left to go, are boosting access to affordable housing, and making renting more secure.”

What can I do to help?
According to Crisis, members of the public in England and Wales can help a homeless person by calling Streetlink. People in Scotland can call the local council.

The location of the homeless person can be reported and they can be connected with local homelessness services.

Anyone who has immediate concerns about the welfare of a homeless person should call 999, the charity adds.

CRISIS UK – LATEST APPEAL

Teenage pregnancy. Addiction. Prison. Prostitution. Homelessness.  Emma had to deal with it all alone.

When Emma found herself glad to be arrested, she knew she’d reached a pretty low point.

She told me how she was walking through customs with two kilograms of cocaine strapped to her legs when the officers put a hand on her shoulder – and she felt grateful. Maybe now, at last, something in her life could change.

Emma had a tough start, and ended up pregnant at 15. By 17 she had discovered crack, and fell into prostitution to fund her new habit. ‘Every day was the same,’ she says. ‘I’d get up, wash, and go look for crack.’

I work as part of a key team here that aims to help people like Emma find their way through the most complex challenges, and onto a better life that can really last.

It felt like a huge mountain to climb, but Emma was amazing, putting everything into preparing herself. I think she knew this was her one chance – and the alternative didn’t bear thinking about.

By the time Emma came out of prison, she had a safe home to go to – and six months later, thanks to our support with confidence-building, CVs and interviews, she’d found a job as a kitchen assistant. Today, reunited with her three daughters, she’s supporting her family, and has even started up her own business.

I do not believe that anyone should have to sleep rough in the 21st century.  Clearly local authorities play a key role in helping to prevent people ending up on the streets in the first place.  They are required to provide advice and assistance and I do not envisage further legislative change

However, I recognise that some ought to do more and I want to encourage all local authorities to raise their game. That is why I have made available an additional £70 million to tackle homelessness and prevent repossessions. This includes £18.5 million to help local authorities ensure single homeless people get access to good housing advice and a £20 million Homelessness Transition Fund to support the national roll-out of No Second Night Out.  My officials are closely involved with Crisis on monitoring the £18.5 million funding to ensure that it provides real help to the single homeless.

This additional funding is on top of the existing £12.5 million provided to Crisis to help single people access private rented sector accommodation. This scheme has got off to a strong start and this year should help nearly 4,000 single people into a tenancy in the private rented sector.

In terms of aiming high on rough sleeping, I want all local authorities to adopt the No Second Night Out standard so no one new to the streets has to spend a second night. Indeed this is a commitment of my Ministerial Working Group on Homelessness supported by the £20 million Homelessness Transition Fund.

We have maintained funding for Homelessness Grant at 2010/11 levels with £400 million over the next 4 years.  And Supporting People investment – at £6.5 billion over the Spending Review period – will protect the preventative services that help the most vulnerable live independently and retain their tenancies. 

I am personally strongly committed to ending homelessness which is why I set up the Ministerial Working Group, having previously run the Homelessness Foundation whilst in opposition.

The Ministerial Working Group ensures that the rest of Government plays its part both in tackling homelessness.  Our second report will set out how central Government will work with local authorities, local agencies and other partners to intervene earlier to prevent homelessness from occurring in the first place.  It is expected to be published shortly.

It is shocking that in the UK in 2011 a single homeless person can approach their council for help and still be turned away to sleep on the streets. Under the existing law single people are not usually considered a priority for housing and although they should get meaningful advice and assistance too often this doesn’t happen.

singeHomelessness.jpgAs the first place that many turn, councils are in a unique position to assist people out of homelessness. When they fail to do so, those in need of help can be left with nowhere to go and can quickly spiral deeper into homelessness, costing individuals and the state dear. With homelessness rising, we need action now.

As Crisis at Christmas prepares to open its doors for the 40th time, there is a historic opportunity to make the reforms that single homeless people need so that no one is turned away.

PIPS, H.E.L.P. Who Cares, We Care, Out Reach Kids, Kick Start Your Heart and Positive Steps are organising a rally ‘ACTION 4 CHANGE’ Monday 13th June 2011 at 7pm.The location is Laurel Glen, 208 Stewartstown Road, BT17 OLE, West Belfast, beside Dairy Farm.

The issue of mental health and suicide is everyone’s responsibility. We believe the time for action is now! Too many people are dying by suicide. The effect is devastating to family members and the community as a whole whereby everybody feels the pain. A response action plan needs to be put in place now. There needs to be a cross-departmental government approach to suicide prevention which needs to be treated with the utmost urgency. We all know someone who has been affected by this devasting issue.

The groups above are calling on the whole community to show your support for CHANGE. By attending we are sending a strong message that enough is enough.
